1. RULES OF PLAY
1.1 The official rules of "International Eight Ball Rules" are used by the Brisbane and Districts Eight Ball Association Incorporated for competition and match play.
1.2 Anyone wishing to change or dispute any of the "International Eight Ball Rules" may do so at a meeting of the Queensland Eight Ball Federation.
2. BY-LAWS
Please read these By-Laws carefully. Ignorance of these By-Laws does not constitute grounds for appeal. Breaches of the By-Laws will incur penalties at the discretion of the Management Committee.
2.1 Meetings
2.1.1 Committee Meetings and General Meetings will be held as per the rules of the association. Details of these can be found in the Constitution of Brisbane & Districts 8 Ball Association Incorporated.
2.1.2 In addition to these meetings, from time to time, the management committee may use captain's chat to communicate key messages to team captains.
2.1.3 The Captain of each team or a temporary delegate must join the captains messenger chat on Facebook, and provide an email address and phone number in order for them to receive relevant messages.
2.1.4 All Meetings will be conducted in accordance with the Association's Constitution and in a civil and responsible manner. Any member causing a disturbance may be ejected and Penalties imposed.
2.2 Dress Code
2.2.1 A collared shirt & closed in shoes are to be worn at all times at Association venues. No singlets or thongs. Other clothing should be neat and tidy.
2.2.2 The opposing Captain may refuse any incorrectly dressed player permission to play.
2.2.3 Players should make themselves aware of any specific dress codes required at any host venue and comply with those requirements.
2.2.4 For all Finals, collared shirt, black slacks and all black closed in shoes must be worn. Any player not meeting these requirements may be refused permission to play, unless prior arrangements have been made with both captains' agreement and/or committee approval.
2.2.5 For all trial events (excluding doubles events and Open Grade Singles), collared shirt, black slacks and all black closed in shoes must be worn. Any player not meeting these requirements will be refused permission to compete, unless committee approval has been sought prior to trial.
2.3 Player Conduct
2.3.1 It is the responsibility of each and every player to maintain a good relationship with the Management of the venues, visitors, and other patrons for the continued success of the Association's competition. Refer to 2.3.7.
2.3.2 The games are to be played in a sportsman-like manner at all times.
2.3.3 Team Captains have a limited responsibility for the discipline and conduct of their team members.
2.3.4 Team Captains are responsible for reporting any incidents likely to reflect on the good name of the Association. All relevant incidents are to be reported to, as soon as possible following the incident to a member of the Management Committee.
2.3.5 All members are bound by the AEBF Member Protection Policy. Where the Management Committee become aware of any possible breaches of this policy, these breaches will be investigated, and disciplinary proceedings initiated where appropriate.
2.3.6 Bad language, violence of any kind, or abuse will not be tolerated. Refer to 2.3.7.
2.3.7 Penalties and suspensions may be imposed at the discretion of the Management Committee. Members may be held responsible for costs and/or damages. The Queensland Federation may be advised to act in extreme cases.
2.3.8 The Management Committee has the right to terminate a player's membership in the event of a serious breach of conduct or continuous "bad behaviour" as per the AEBF Member Protection Policy.
2.4 Commencement of Matches
2.4.1 It is the home team's responsibility to ensure that the tables at the venue are suitable for play. Captains should actively seek the assistance of their venue's management, or failing that, the assistance of the Management Committee to resolve issues.
2.4.2 Table size should be 7' x 3'6" or the new Supreme Tables and be as clean and level as possible. At least one spider and bridge should be supplied.
2.4.3 If a team is not financial, the opposing team must take a team forfeit win (Match points would be 3 - Nil)
2.4.4 If both teams are not financial games will not be taken into account.
2.4.5 Individual points for players in un-financial teams will not be awarded.
2.4.6 All non-financial teams may incur a team penalty.
2.5 Match Play
2.5.1 All games should commence by 7.10pm and in any event no later than 7.15pm. If a player is not present at the time their frame is called, the opposition has the right to claim a forfeit win if that player has not arrived by the conclusion of the round. Unless both Captains agree otherwise.
2.5.2 Alterations to start times and dates can only occur with prior agreement between both captains and with committee approval. Refer to 2.5.8.
2.5.3 Each team, at their own discretion and through negotiation with the opposing team, supply a referee for each match. One referee who time keeps and oversees the game. Alternative arrangements can be made, however both captains MUST agree on refereeing arrangement.
2.5.4 Games should be played in good spirit, and contrived results will not be tolerated.
2.5.5 Match referees may impose shot penalties, or loss of game penalties, at their discretion for bad language, bad behaviour and/or unsportsmanlike conduct in keeping with the International Eight ball Rules.
2.5.6 If a team forfeits, that team will be liable for the match fees of the forfeited fixture for both teams.
2.5.7 The team forfeited to will be awarded a 12-0 frame win and must still submit a score sheet with 4 player's names to avail of these frame points. Individuals in the team forfeited to will be awarded individual frame points based on their rank. No bonus points will be awarded. Individual Frame points awarded are as follows:

2.5.8 All matches are to be played by the scheduled time, barring unforeseen exceptional emergent circumstances... and only with prior approval from the committee.
2.5.9 The venue Manager has full power to stop play at closing time. Points will be awarded on completed frames only. The use of 2 tables, if possible, will alleviate this problem.
2.6 Disputes
2.6.1 All disputes are to be resolved by the match referee at the time of occurrence, and their decision will be final. Captains may be invited to discuss the dispute at the discretion of the match referee. However, involvement without the referee's invitation is not permitted. (Refer to 2.8 for further details)
2.6.2 Any unresolved disputes should be referred verbally to a committee member within 24 hours of the occurrence.
2.6.3 All disputes are to be in writing to the Committee and only those will be considered. The committee's decision will be final.
2.6.4 Appeals against Management Committee decisions are to be in writing to the Queensland Eight ball Federation. Your Association Committee will not be party to any dispute of their decisions, and dissent will be referred to the Queensland Eight ball Federation.
2.7 Unregistered Players
2.7.1 A register of financial members is kept by the Treasurer. Registration fees are payable when your third match in a team is played. For fill-in players, registration is payable when you have played your 5th match.
2.7.2 Any team wishing to register a player during the season may do so, but registration fees must be paid on the week of the player's third match.
2.7.3 Disputes regarding a player's eligibility should be addressed in the first instance to the Secretary.
2.7.4 Any team playing an unregistered player will forfeit that player's points up to and including that night. Repeated offences may result in penalties at the discretion of the Management Committee.
2.7.5 Players are required to pay their own registration payment through the PlayHQ portal. All players are required to pay the following at once each calendar year:
- Brisbane & Districts Registration
- SQEBF Junior Levy
- QEBF Affiliation Fee
- AEBF Levy ($15 annual fee + $20 if you have represented a state team in the last 5 years)
2.7.6 The Brisbane & Districts registration will be charged at 50% for Junior members. A credit will be applied to your team invoice once payment has been verified.
2.7.7 Life members will have their B&D registration credited to their team invoice.
2.8 Results
2.8.1 At the completion of the nights play captains should finalise Poolstat and submit, once the scores have been verified as correct.
2.8.2 If there are discrepancies or disputes, fill in the comment/notes box on the finalisation screen on Poolstat outlining discrepancy &/or dispute so that the matter can be brought to attention of the registrar. (In Poolstat, select "Dispute")
2.8.3 Match results will stand unless varied or altered by the application of the Associations By-Laws or by a committee decision.
2.8.4 It is the responsibility of each Captain to check in Poolstat that scores are accurate and that they have selected a best and fairest player as well as finalised team results by selecting submit.
2.9 Playing Fees
2.9.1 Each team will be liable for Team Fees for each night of scheduled play (except Finals), unless the team receives a forfeit or has a bye scheduled.
2.9.2 Captains are responsible for the collection and payment of team fees. Team chat groups may be created, with all team members, if team fees fall in arrears. (If Captains are experiencing difficulties concerning money collection, they should consult the Treasurer)
2.9.3 Team fees are to be deposited into the Association's bank account by close of business on the Friday of the week of play.
2.9.4 Each player within a team is required to ensure that their team fees are paid in full. All registered members are individually responsible for their own team fees, even in the event of absence, unless alternative arrangements have been agreed upon.
2.9.5 Payments for team fees are due at a minimum on a weekly basis with the final amount to be paid by the due date of the invoice. If a team is un-financial that team will be ineligible to compete in finals and/or receive prize monies.
2.9.6 Non-payment will result in the team being disqualified and all lawful means will be used to recover unpaid monies.
2.9.7 All players registered with the declared un-financial team will lose their status as registered players until that player's portion of the funds are recovered. (Unless they were the person allocated to do the banking on behalf of the team in which case the full outstanding amount will need to be recovered).
2.9.8 If a team wishes to withdraw from competition they must advise the committee two weeks prior to withdrawal, otherwise team fees will still be required to be deposited. Registered players from withdrawn teams may play with other teams subject to the Committee's approval.
2.9.9 Players from a disqualified team may play with another team once all outstanding monies are recovered, subject to Committee approval.
2.10 Scoring System
2.10.1 One point will be allocated for each frame won.
2.10.2 If a player wins all four games on a night the player will be awarded a 1 bonus point which will not count toward the final score on the night.
2.10.3 If a player completes a master break the player will be awarded 1 individual point which does not count toward the final score on the night.
2.10.4 Any individual player can only receive a maximum of 7 points per night.
2.10.5 The first player in each grade to reach 30 points and 60 points will be eligible for a cash prize to be paid on presentation night. If two players reach 30 or 60 on the same night the winner will be determined by round. If both reach 30 or 60 in the same round they will be deemed to have tied.
2.10.6 In the event of a tie cash prizes will be divided equally.
2.10.7 Team points will be awarded as follows:
- Outright win - 3 points
- Draw - 2 points
- Outright loss - 1 point
- Forfeit - 0 pts
2.10.8 In the event of a tie for any quarter or semi-final position the frames for and against will determine the team positions.
2.10.9 Bonus points and Master break points do not count in finals for team or individual results.
2.11 Master Breaks
2.11.1 DEFINITION: When a player pots all of his/her group of balls, and the black, in the first shot of a match, without having been given a penalty shot he/she shall be deemed to have completed a master break.
2.11.2 Notification of master breaks must be verified by both captains and recorded in Poolstat by the home team.
2.12 Best and Fairest
2.12.1 Captains are required to nominate a Best & Fairest player from the opposing team for each night's play.
2.12.2 The nominated players name is to be entered in Poolstat.
2.12.3 Prizes will be awarded in all grades for the players with the most votes at the presentation night.
2.12.4 In the event of a tie, percentage will be taken into account.
2.12.5 Disqualification or censure for inappropriate behaviour will rule a player ineligible.
2.13 Restrictions and Provisions (Ranking)
(Nb: Ranking Reviews - at the end of each season. Mid year-only provisional & new players will be reviewed.)
2.13.1 Players will be ranked 1 to 4 based on their percentage of frames won in the previous year of league play in the association. The ranks are based on the following percentages:
Open Grade
- 1 = <34.99% Only 1 pointers can go down to B Grade the following year and will be registered as B Grade.
- 1.5 = 35% - 44.99% or known ability - Registered as B grade unless deemed otherwise.
- 2 = 45% - 54.99% or known ability - Registered as A Grade
- 2.5 = 55% - 62.49% or known ability - Registered as A Grade
- 3 = 62.5% - 69.99% or known ability - Registered as A Grade
- 3.5 = 70% - 79.99% or known ability - Registered as A Grade
- 4 = 80% or Current Open MENS State Player or known ability - Registered as A Grade
B Open Grade
- 1 = >34.99%. Only 1 pointers can go down to C Grade the following year - Registered as C Grade
- 1.5 = 35% - 44.99% or known ability - Registered as C Grade unless deemed otherwise
- 2 = 45% - 54.99% or known ability - Registered as B Grade
- 2.5 = 54.99% - 62.49% or known ability - Registered as B Grade
- 3 = 62.5% - 69.99% or known ability - Registered as B Grade
- 3.5 = 70% - 79.99% or known ability - Registered as B Grade
- 4 = 80% + or known ability - Registered as B Grade
C Grade
- 1 = >34.99% or known ability - Registered as C Grade
- 1.5 = 35% - 44.99% or known ability - Registered as C Grade
- 2 = 45% - 54.99% or known ability - Registered as C Grade
- 2.5 = 55% - 62.49% or known ability - Registered as C Grade
- 3 = 62.5% - 69.99% or known ability - Registered as C Grade
- 3.5 = 70% - 79.99% or known ability - Registered as C Grade
- 4 = 80% + or known ability - Registered as C Grade
2.13.2 Any player who played multiple grades over the previous year will have a rank derived from their previous year's statistics.
2.13.3 The Maximum points for any given round must not exceed 10. If the points in a round exceed 10, then any frames putting the points beyond 10 in each round will be forfeited and awarded to the opponent.
2.13.4 Any player may choose to play in a higher division, and may move up more than one division, whereby they will be ranked accordingly. Those players who choose to play in a higher division will be given a provisional ranking for that season. Those players, along with "New" players (with no available stats to assist with ranking) whom are given a provisional ranking, will have their ranking reviewed at the conclusion of their season. The Committee reserves the right to add players to the Provisional list if their percentage vs ability indicate they should potentially be ranked higher. (Refer to 2.13.9)
2.13.5 Only those players with a rank of 1 may choose to go down a grade in a new season, without prior committee approval.
2.13.6 No player may move down more than one grade.
2.13.7 Players with high percentages will be reviewed on a case-by-case basis and may be required to move up a grade the following year, whereby they will be ranked accordingly. Players that exceed their ranking by 1 full point in any grade (i.e. a 1 point player achieves a frame win percentage of the criteria for 2 point player) in the first season of the following year in the higher grade will be reviewed and amended by the ranking committee. (Nb All players who move up a Division will be marked as Provisional)
2.13.8 New players must be ranked by the committee prior to them being allowed to play. The committee will manually rank a new player based on any information that can be gathered, such as performance in other associations.
2.13.9 Any players who were manually or provisionally ranked will have their ranking reviewed at the end of the current season, which may result in a change of ranking in the middle of the year, between seasons.
2.13.10 A new player who plays in a fixture prior to being ranked by the committee will have a default rank of 3 or if in Open grade 4.
2.13.11 The Committee reserves the right to rank players based on their individual experience and previous levels of play.
2.13.12 - FILL-IN PLAYER REGULATIONS
a) A fill-in player is prohibited from participating in another fixture in the same division.
b) A fill-in player cannot substitute for another team while their registered team is on a Bye, unless in a Higher Division
c) A fill-in player is not permitted to substitute for another team whilst registered in a team in the current season.
d) A fill-in player can only play a maximum of 3 nights for any one team before being considered an exclusive player for that team and therefore unable to fill in for any other team in that season.
e) Participation of Registered Players in Higher Divisions
A registered player competing in a lower division may fill in for multiple teams in a higher division for a maximum of 4 matches in the main season and 2 matches in the second (shorter) season. After exceeding the allowable matches, the player will be considered part of the higher division and will no longer be eligible to compete in the lower division. Effective Season 2 2025, players ranked 3 or higher filling in for a higher grade will be ranked at least as a 1.5 (their ranking should be verified by a committee member prior to play).
2.13.13 (a) Teams missing players may use Brisbane & Districts registered players from a lower grade to fill in. Non-Brisbane & Districts replacements will be rated a 3 unless committee approves otherwise.
2.13.13(b) For scheduled rounds of matches, excluding the Finals series, C Grade Teams who have exhausted all options for a Fill in player, may do the following:
(I) play another member of their team as a fill in (entering the person's name & the word "sub" in brackets in Poolstat), providing the team does not exceed the cap of 10 points in any given round.
And/or
(II) have a C grade player from another team play as a fill in (entering the person's name and the word "sub" in brackets in Poolstat). Providing the team does not exceed their 10 point cap in any given round.
Any fill in "Sub" players will not have their points attributed to their individual singles points.
2.13.14 The Committee reserves the right to grade players individually before the season commences. If a player disputes his/her ranking, relevant evidence or documentation can be submitted to support their claim to the committee for review via email to secretary@brisbane8ball.com.au
2.13.15 The elected executive committee (President, Vice President, Secretary & Treasurer) are not permitted to compete in representative competitions for any other associations, unless Brisbane & Districts is not a competitor. Approval may be sought if the member has not qualified for a position for B&D.
2.14 General
2.14.1 Juniors may play in any grade according to their ability, provided they are accompanied by a responsible adult.
2.14.2 Any player wishing to drop from a higher grade to a lower grade may apply in writing to the Management Committee.
2.14.3 Any visiting player from interstate or overseas, who can provide proof of residency and membership of an appropriate association, may be granted Honorary Temporary Membership and play at the committee's discretion.
2.14.4 Use of Electronic Devices
a) The use of earphones, headsets, or any device capable of receiving or transmitting audio is strictly prohibited during any Brisbane & Districts competition - team or individual - regardless of the day it is scheduled.
Exceptions: Players who have provided a valid medical certificate, and those using hearing aids.
b) Mobile phones are not permitted in the playing area unless being used for timing purposes.
2.15 Finals
2.15.1 Placing of the top teams will be determined by the following factors in order:
- Match points
- Frames for and against
- Head to head match results
- Head to head frame score
- Head to head versus other teams, starting from highest placed opposition team, and working down until the tie is broken.
2.15.1 The top 4 teams in each division shall play out a final's series. Where there are 13 or more teams the Minor Premiership team will go directly to the Grand Final and the next 4 teams will play out the finals series to decide which team makes the Grand Final. The Finals series will be adjusted accordingly - Team 1 to the GF, 2v3, 4v5.
2.15.2 With 4 teams in the finals series - The teams finishing 1st and 2nd will play in Semi Final 1, with 1st as home team.
2.15.3 With 4 teams in the finals series - The teams finishing 3rd and 4th will play in Semi Final 2, with 3rd as home team.
2.15.4 With 4 teams in the finals series - The winner of Semi Final 1 will go directly to the Grand Final as the home team.
2.15.5 With 4 teams in the finals series - The loser of Semi Final 1 will play in the Preliminary Final as the home team.
2.15.5 With 4 teams in the finals series - The winner of Semi Final 2 will play in the Preliminary Final as the away team.
2.15.6 With 4 teams in the finals series - The loser of Semi Final 2 will finish in 4th place.
2.15.7 With 4 teams in the finals series - The loser of the Preliminary Final will finish in 3rd place.
2.15.8 With 4 teams in the finals series - The winner of Preliminary Final will play in the Grand Final as the away team.
2.15.9 All Finals will be played at a venue decided by the committee.
2.15.10 A 45 second shot clock with 1 x 15 second extension per player, per frame will be used in all finals, as per International Rules (with a countdown from 5 seconds).
2.15.11 Bonus points and Master Break Points will not be awarded during finals.
2.15.12 All Grand Finals shall have neutral referees where possible.
2.15.13 The Management Committee is responsible for scheduling the finals series.
2.15.14 All other playing rules and By-Laws apply to the finals series.
2.15.15 This format may be altered if less than 7 or more than 12 teams contest the Home and Away games.
2.15.16 Dress Code - Players should refer to 2.2.4.
2.15.17 The Finals series will be 2 Frames Format (alternate break). The first team to reach a total Frame score of 17 is the Winner.
2.15.18 In the event of a draw in any match of the finals series the captains will select 3 players each to play in a 3 Man Shootout played as a single frame shootout. The home team shall hold break the first and third frames.
2.15.19 For a player to be eligible to play in the Finals that player must be a Registered member and must have played at least 40% of available frames for the team that season, unless exceptional circumstances arise, in which case, application can be made in writing to the committee.
2.15.20 Late Arrival Rule - Finals
If a player has not arrived at the venue when their first game in a round is called, they will forfeit the first frame immediately. If they have still not arrived five minutes later, the second frame will also be forfeited.
This rule will apply to each round of the finals.
The only exception to this rule is if both team captains mutually agree to an alternative arrangement.
2.16 Prizes and Trophies
2.16.1 The allocation of funds for cash prizes and trophies will be made by the Management Committee. The funds allocated depend on the number of teams participating and sponsorship raised.
2.16.2 All prize Money will be payable at Presentation Night unless prior arrangements have been made and approved by the Management Committee.
2.16.3 Currently the prize pool for teams in each season is a percentage of the total match fees collected over the season. The total pool for each grade is as follows:
Season 1 (Main)
- Open Grade - 50% of match fees (Capped at $6000)
- B Open Grade - 40% of match fees (Capped at $4500)
- C Grade - 30% of match fees (Capped at $3000)
Season 2 (2nd Season)
- Open Grade - 50% of match fees (Capped at $3000)
- B Open Grade - 40% of match fees (Capped at $2250)
- C Grade - 30% of match fees (Capped at $1500)
2.16.4 Where there are 4 teams in the finals, the prize pool is distributed as follows:
- 1st - 50% + Trophies
- 2nd - 30% + Trophies
- 3rd - Trophies
- 20% Allocated to Trophy costs.
2.16.5 The amounts above may be adjusted for rounding purposes.
2.16.6 The first player in each grade who reaches 30 points in a season will be awarded the First to 30 prize. This player will be awarded a $50 prize to be distributed out at presentation night.
2.16.7 The first player, in each grade, who reaches 60 points in a season will be awarded the First to 60 prize. This player will be awarded a $50 prize to be distributed out at presentation night.
2.16.8 Players in all Divisions who achieve a master break/s during a year, will receive a medallion as a prize. The medallion will indicate the amount of master breaks achieved throughout the year.
2.16.9 If a player achieves two master breaks in the same match, they will be awarded a $50 prize to be distributed out at presentation night.
2.17 Representative Teams
Each year, Brisbane & Districts enter teams into major events. Regular events include City vs Country, Q-Cup, Country Cup, but this may change from time to time. The teams entered by Brisbane & Districts are referred to hereafter as representative teams. A combination of trial events and selection will be used to determine whom qualifies for representative teams. Please reference the Table below. The selection criteria will be a combination of player performance and previous representative experience.

(The top 2 qualifiers from the B/C Q Cup/ Country Cup Trial will automatically qualify for the Q Cup Team)
2.17.a) For any trial event, players are only eligible to trial for the grade they are registered with QLD, unless the governing body of the event determines otherwise.
2.17.1 To be eligible to compete in a Brisbane and Districts representative team, a player must:
- Be a financially registered player in a team in the current season of pool when the team is formed and playing in the season in which the representative team competition is scheduled to play.
- Have played a minimum of 16 frames prior to the Trial.
- Players are responsible for ensuring they meet the criteria prior to trialing. If a player qualifies who has not met these or the event criteria the committee will deem them ineligible and the next in line from the trial will be called upon (they will not be eligible for a refund of the Trial fee).
Exceptional circumstances may be considered by the management committee, where an application is made in writing to the committee.
2.17.2 No player can trial for a team for which they are ineligible as per the rules of the organising body for that event.
2.17.3 All players are responsible for ensuring that they meet all eligibility criteria for the Events they are trialling. (For further information refer to the Event's governing body)
2.18 Member Subsidies
2.18.1 Members are entitled to apply for a subsidy to assist with costs associated with attending State Trials events in other zones and/or Nationals upon successful qualification or selection.
In order to qualify for a subsidy, you must meet the following criteria:
- Be a financially registered player of Brisbane & Districts
- Be a player in the current season.
All event subsidies are determined by the management committee for that event and will be paid to players once the event has finished.
Determination for funding is based upon the following factors: participation in current year's seasons', longevity of membership, participation in representative teams and service to Brisbane and Districts 8 Ball.
2.18.2 a) Representative Team members and Managers will be eligible for 1 free representative shirt. Qualifiers will also receive $50 to assist with costs, providing that they have played at least 40% of available frames from the previous two seasons. The committee has the discretion to increase the representative subsidy (not exceeding $100 per player) at their discretion depending on location and the type of event. Where teams compete for cash prizes, B&D representative players will pay their own entry to the events & the players will retain 100% of their winnings.
2.18.3 Applications for Life Membership can be submitted in writing no less than 4 weeks prior to the AGM. Refer to Brisbane and Districts Constitution for further information. Life members receive free Brisbane & Districts Registration and free entry to the presentation night.
